In a medium bowl, combine vegetable oil, soy sauce, cider vinegar, and red wine.
Add garlic powder, salt, pepper, water, ginger, and green onions. Stir until well blended.
Store, covered, in the refrigerator until read to use.
Makes approximately 1 cup.
